I've been losing weight, but my body looks and feels flabby - what can I do to tone up?

I've been on a weight loss journey for the past few months and I've lost quite a bit of weight. However, I've noticed that my body still looks flabby and doesn't feel as toned as I would like it to. I've been doing cardio and some light weight lifting, but it doesn't seem to be helping much.
